Early in the season, trout are hungry and insect volume is minimal.  Most trout waters have a variety of minnows including shiners.  Many of the minnows are small.  Some species never grow over 3".  Many never make it beyond 2", because they are often eaten.  A two inch minnow/baitfish fly fits the scheme for what trout are often eating.  You can sell them a #22 midge or a #8 Sheep River Shiner.  You decide.
